Safe ratings explained: what each label proves, and what it doesn't

Start with the threat, then read the label

Every label on a safe answers a different question. Will it keep a curious child out? Will it hold off a burglar with tools, and for how long? Will the papers inside survive a house fire? Those are three different threats, with three different kinds of rating, and one safe rarely answers all three well. That is why every product on this site carries one of four tiers: an access box (keeps hands out), a fire chest (heat for a rated time), a UL RSC safe (a timed hand-tool attack) or a UL TL-rated safe (a longer, commercial attack test).

This desk explains who tests what, how to check a claim yourself, and which safes carry a real listing. Nothing here comes from our own lab: we read the standards, the listings and the spec sheets, and link every one.

What to buy first

If you want the short list, two rankings do the filtering for you. Our best UL RSC gun safes admits only gun safes whose UL burglary listing we could trace to the maker or a dealer spec sheet, and shows the proof for each. Our best UL fire-rated safes admits only fire ratings that UL or Intertek (ETL) stands behind, not the maker alone. A gun owner who wants both kinds of evidence will find the same two AMSEC gun safes near the top of each list, and that overlap is the point: only three safes in our registry carry an outside lab's word on both burglary and fire.

Burglary ratings: from RSC to TL

The residential burglary listing is UL's Residential Security Container rating under UL 1037. UL describes Level 1 as a "five-minute attack by one technician using common hand tools such as drills, screwdrivers and hammers" ( UL). That is a real bar, and it is also an entry-level rating, not a vault rating. Our UL RSC rating explainer covers the three levels and the drop test. Above RSC sit the commercial TL-15 and TL-30 ratings under UL 687, compared in TL-15 vs TL-30 vs RSC; they are heavier, dealer-sold and rarely found on Amazon. Wording like "RSC-style" or "meets RSC standards" without a UL listing is marketing, not a rating.

Fire ratings: the question is who measured it

A fire rating has three parts: a time, a temperature and an interior limit. Under UL 72, Class 350 is meant for paper records, with Classes 150 and 125 setting lower interior limits for media such as tapes, photographs and disks. The same "1 hour" can come from a UL classification, an Intertek (ETL) verification or the manufacturer's own furnace, and only the first two mean someone else checked. Steel, locks and the California standard

Steel gauge runs backward, so a lower number means thicker steel; the steel gauge explainer converts gauge to inches and shows what thickness does and doesn't tell you. Steel is construction evidence, not a listing. The lock is a separate choice again: a mechanical dial needs no battery, while an electronic keypad opens faster and is easier to recode, as our lock comparison sets out. A UL-listed lock on an unlisted safe is still an unlisted safe.

California sets its own gun-safe minimums in 11 CCR § 4100, including 12-gauge steel for a single-walled body, at least three 1/2-inch steel locking bolts and a lock with at least 10,000 possible combinations, and it accepts a safe meeting UL's Residential Security Container standard as an alternative (Cornell LII). What drives the cost

The things that move a safe up the price ladder are the same things this desk explains: an independent burglary listing, heavier steel and plate doors, a longer fire rating verified by an outside lab, and the sheer weight that follows from all three. At the top, TL-rated safes add commercial construction and dealer delivery. Paying more buys evidence only when the evidence is written down, so check the listing before you weigh the price.

The biggest buyer mistake

Trusting the most reassuring word on the box. "Fireproof", "RSC-style", "UL-listed lock" and "CA DOJ approved" all sound like certifications, and none of them, on its own, tells you that an independent lab tested the whole safe against the threat you care about. Ask two questions of every claim: who tested it, and to which standard? If the answer is the maker, or nobody, the claim is marketing until shown otherwise.
