Best UL RSC gun safes: only models with a real UL listing

Who this list is for

This page is for one reader: someone who wants a gun safe that an independent lab has attacked with tools, not just one that looks heavy. That lab listing is UL's Residential Security Container rating, written RSC and tested under UL 1037. Every safe ranked here carries one, except the one clearly marked commercial TL-30 safe at the end, which carries the rating above it.

Be clear about what that buys you. UL describes the entry level, Level 1, as a "five-minute attack by one technician using common hand tools such as drills, screwdrivers and hammers" (UL's notice on the revised RSC standard). That is a real test and a real bar. It is also measured in minutes, not hours, and it says nothing about fire. An RSC listing is an entry-level burglary rating, not a vault rating.

If your main worry is a curious child rather than a burglar with tools, you may not need an RSC safe at all. The listing proof for every pick

A listing is only as good as the document that states it. Here is each pick's burglary rating as published, and who published it. The linked source sits in the evidence table on each product card below, dated to the day we checked it.

RSC Level 1, 2 and 3

UL's revised standard splits the RSC rating into three levels. The differences, in UL's own words:

Two picks name their level: the AMSEC BFX6030 and NF6036 both state Level 1. The other makers say "RSC" without a level, and none of the gun safes in our registry publishes a Level 2 or Level 3 listing. When a maker doesn't name the level, don't assume anything above Level 1. How we scored and ranked them

Every gun safe on this site is scored on the same published rubric: independent burglary certification carries 30% of the score, construction 20%, fire protection evidence 20%, lock and entry 15%, fit and usability 10%, and support and transparency 5%. We did not lab-test or handle any of these safes. Scores are editorial judgments from listings, published specs and a dated CPSC recall search, and every pick here came back with no recall found.

Because every ranked pick clears the listing bar, the order comes down to what sits behind the listing:

• Fire evidence. Only the two AMSEC RSC picks carry a fire rating an outside lab verified (ETL). Every other fire figure on this page is the maker's own. Our guide to reading safe fire ratings explains why that difference drives the score.
• Steel. Published body steel runs from 12 gauge (Stealth, Kodiak) to 7 gauge (Liberty Presidential). Gauge runs backward, so a lower number is thicker; the steel gauge explainer converts it to inches.
• Lock. The picks split between mechanical dials and electronic keypads, and several let you choose at order. Each type has trade-offs on batteries, lockouts and speed, covered in electronic vs mechanical safe locks.
• Where the listing claim comes from. A maker's own page outranks a retailer's spec sheet when the rest is close.

Three positions need a sentence of explanation. Our top pick, the BFX6030, is sold through AMSEC dealers rather than Amazon, and it also tops our overall ranking; the evidence puts it first on both lists, because no other listed safe pairs an RSC listing with a longer lab-verified fire rating, and its lead here is more than half a point on our rubric. The NF6036 in second place is the listed pick you can order on Amazon. The Liberty Lincoln 25 sits above the Presidential 25 despite a slightly lower score because Liberty itself names the Lincoln's listing. And the AMSEC RF6528 appears last not because it is weaker (its TL-30 rating is a class above RSC) but because it is not an RSC safe; it is here as the step up, and our TL-15 vs TL-30 vs RSC comparison explains the gap.

Heavy safes that didn't make this list

Weight and steel are not a listing. Several safes in our registry publish impressive construction but no UL burglary rating, so they are excluded here however solid they look:

• The Steelwater Extreme Duty 39 publishes 9-gauge steel and 20 bolts at 932 lb, but its maker names no UL listing.
• The Hollon Republic RG-22 has a 10-gauge body and a 3-gauge door at 800 lb, again with no UL listing named.
• The Liberty Centurion 24 has a UL-listed lock, but Liberty cites no UL listing for the safe body. A listed lock is not a listed safe.
• The AMSEC SF6030 has an ETL-verified fire rating, and a dealer describes the SF series as RSC, but AMSEC's own product page names no UL listing and we could not confirm one.

Three more listed gun safes in our registry didn't fit in eight slots: the Winchester Ranger 26 (Winchester's page says "U.L. Listed for burglary protection, RSC") and Liberty's Colonial 23 and Franklin 29 (RSC per Dean Safe's spec sheets). For valuables rather than long guns, the Stealth HS4 and AMSEC BF1512 are RSC-rated home safes; both appear in our best home safes coverage.

What to check before you buy a UL RSC safe

1. The listing, in the maker's own words. Look for "UL" plus "RSC" or "Residential Security Container" on the maker's product page or spec sheet. If only a retailer says it, ask for the listing in writing.
2. The level. Level 1 is the entry point. If a maker claims Level 2 or 3, it should say so explicitly; if it names no level, plan on Level 1.
3. What is listed: the safe or the lock. "UL-listed lock" describes the lock alone. Plenty of unlisted safes use a listed lock, so read the sentence carefully.
4. A separate fire rating, and who measured it. RSC says nothing about fire. If fire matters to you, look for a rating an outside lab verified; our verified fire-rating picks list only those.
5. Weight, footprint and your floor. The picks here run from 365 lb (Stealth UL14) to 3,455 lb (AMSEC RF6528). Check doorways, stairs and whether your floor can carry the load before you order.

Bolt it down: the listing may assume you will

According to UL, RSC products weighing 750 pounds or less must pass a drop test simulating a forcible impact, unless they have reliable mounting provisions and the maker's installation instructions (UL). In plain terms, a lighter RSC safe may have earned its listing on the expectation that it would be anchored as its maker instructs. The Stealth UL14 (365 lb), UL28 (529 lb) and Kodiak KGX5933W (about 536 lb, per Rhino Metals) all sit under that line.

California buyers: an RSC listing is one route to the state standard

California's gun-safe standard, 11 CCR § 4100, sets minimum steel, bolt, hinge and lock requirements. It also accepts a safe that meets "Underwriters Laboratories Residential Security Container rating standards by a Nationally Recognized Testing Laboratory (NRTL)". Separately, the state keeps a roster of certified firearm safety devices, mostly locks and lock boxes plus some safes; a buyer can instead show a qualifying gun safe by affidavit, per the California DOJ FAQ.
